2024 Federal Budget: Analyzing Its Impact on Investors

In mid-April, the government rolled out the 2024 Federal Budget, dubbed “Fairness for Every Generation.” If you haven’t had a chance to catch up on the details, now’s a good time to dive in, especially if you're someone who might be directly impacted by the proposed changes

To live up to its name, the budget introduces several tax measures primarily affecting wealthier Canadians. According to the government, the goal is to improve Canada’s tax system to be more “fair.”

For high-net-worth individuals (HNWIs) in Canada, it’s crucial to understand these changes and consider how they might affect your investment strategy. In this blog, we’ll unpack the key updates from the federal government's 2024 budget and what they could mean for you.

Now is also a great time to consult with your wealth advisor for personalized advice on how to navigate these changes smoothly and effectively.

Key Changes to Capital Gains Taxes

One of the budget's major headlines is the increase in the capital gains inclusion rate from 50 per cent to 66.67 per cent.

Simply put, this means that now two-thirds of any capital gains will be considered taxable income, up from half previously. It will only apply to wealthier individuals once they realize $250,000 or more of capital gains annually.

Corporations face an even larger change. Thanks to the 2024 budget, they will have to pay this new rate on all capital gains.

Interestingly, this change won't kick in until June 25, providing a grace period for investors to reassess and adjust their portfolios. As this is an excellent opportunity to plan ahead, reach out to your advisor to make any necessary changes to your investment and overall wealth management strategy!

Real Estate Ramifications

2024 Federal Budget: Capital gains tax ramifications

When we talk about capital gains, most people immediately think of investments like stocks and bonds. However, it's important to remember that capital gains also significantly affect those who own valuable real estate.

If you’re thinking about selling off real estate that's shot up in value, the new tax rate could significantly influence when and if you decide to sell. With the higher rate on the horizon, accelerating sale plans to snag the current lower rate might be a smart move.

Boosts to Exemptions

On a brighter note, the budget increases the lifetime capital gains exemption from around $1 million to $1.25 million. This is great news for individuals dealing with the sale of small business shares or property related to agriculture or fishing, allowing them to protect a larger portion of their gains from taxes.

There’s also something new for Canadian entrepreneurs, the Canadian entrepreneur’s incentive — a sort of extension to the capital gains exemption but with a more focused application.

This initiative offers a lower tax rate on profits from selling certain types of shares. It aims to encourage people to invest in new businesses and specific industries, helping to diversify the economy and spark innovation.

What the 2024 Federal Budget Means for the Average Investor

2024 Federal Budget what does it mean for investors

For most Canadians, these changes might not make a noticeable dent in their day-to-day finances. However, for the wealthier and corporate investors, the implications are significant.

The new rules will likely prompt a shift towards more complex tax planning and possibly a rethinking of investment structures to effectively manage the impact of the higher tax burden.

The new entrepreneur-focused incentive could also spark fresh interest in startup investments, potentially driving forward sectors that are on the cusp of growth.

Final Thoughts

The 2024 Federal Budget brings new challenges, such as higher taxes on capital gains, but also new opportunities, such as enhanced exemptions and incentives for entrepreneurship.
